I think I should replace the blade on my electric lawn mower; it is badly nicked and cuts ragged.
Do I just get one the same length from a hardware store, and loosen the nuts and bolts and replace it?
Does a new blade have to be sharpened with a whetstone to remove the factory paint?
If so, how do I do that? I have a hand whetstone.

Just get a blade of the same length and bolt it on. Nothing more required. Just make sure you get it on right side down - sounds silly but wouldn't beleive how many people install blades upside down.

I accidentaly run my lawn mower over a pipe sticking out of the ground and as soon as the blade hit it, It turned off. I re-started but it vivrates now. Is it the blade that got out of balance because of the hit? or the shaft may have been bent? Is the shaft easy to replace or I should buy a new one? Thank you.
Most likely all that bent was the blade....I did this myself..changed the blade and three summers later i am still using the same mower.......it is possible that the shaft might be bent though...if the shaft is bent it would be cheaper to buy a new mower

You can get the blade replaced, if you take it to a place that fixes lawn mowers. Better to take the whole thing down there, and let them deal with it.
Look under the hood or under the foot rest. Most machines have a diagram of the belt installation.

There are some requirements for spring use and winter storage if you live in an area where you use your lawn mower seasonally
Spring:
When you first get your lawn mower out of storage for the first mowing of spring, check your service or owner's manual for procedures. You can take your lawn mower into a shop for general maintenance or perform this yourself. Here are some general tips to follow if you do not have a manual:
1. If you did not drain the fuel before storage you should do that now. Condensation can build up in the fuel tank during winter months diluting your fuel.
2. Disconnect the sparkplug. Drain the oil from your engine. There should be a drain plug underneath the mower.
3. When the oil has drained replace the drain plug and refill the oil. Ensure that you use the correct oil type and amount recommended by the manufacturer.
4. Take out the air and fuel filters from your lawn mower and go to your local store or dealer with them. Purchase and replace with new ones. The air filter should be replaced at least once per season and with heavy use you might consider replacing it twice in a season.
