I have a combo tool. It blows the dirt, leaves etc. to create a pile with certain attachment. With a different attachments it sucks the pile of dry leaves into the bag attached that could be emptied in a waste can. Lately, it blows so hard (even after turtle/hare adjustment), that it really blows out mulch(naturally hardened over 18 months) from the flowerbed along with the dry leaves. On the other hand, its suction has gotten so weak, that the nozzle has to be held steady within an inch of the surface (say driveway, steps), to pickup the dry leaves.
I would like to increase the suction power, so I can walk around sweeping the area. At the same time, I would like to reduce the blowing power, so I can slowly move the dry leaves in a nice pile in a corner.

i want to ground up a dozen bags full of various chinese herbs and plant matter into a fairly fine powder. Obviously I don't want to take all week doing it in a cuisinart or small blender. I've looked into leaf shredders but think it might not be fine enough. Though I don't want to spend a thousand dollars on something. Ideal would be some addaptation I couldmake to a power tool or some common gardening tool, something I could rent.

You might want to look into buying a second hand disintegrator or hammer mill used for pulverizing paper. You might be able to find these in government liquidation auctions.

The power shovel is like a weedwhacker size, and is annoying dragging around a cord. any way i could hook up the cord from it to a battery source i could mount on the snow shovel linked below?

The amount of power to run a snow shovel is going to be too much for a typical battery. Normal batteries won't last but only a few minutes. Starting your car and using the car battery is an option, but you will need a DC to AC inverter which would be expensive for the wattage of a typical snow blower. That option requires a cord as well and would defeat the purpose. There won't be a small enough battery available to mount on the snow shovel to do the work that you need. Sorry, I think you'll have to live with the cord.
