My other half is very good at keeping things in good order so he has oiled our new teak table recently and now we have black marks on it any clues what they are and how we can get rid of it?
You would really have to give more detail for a proper answer, but here are a few thoughts, the black mark was there, and the oiling enhanced it? or the oiling had made the surface sticky, and attracted some material that was floating in the air? possibly soot from a nearby grill?
To remove it you will have to "remove" the oil try using a solvent, such as lacquer thinner or acetone, then re-oil

What price would you say was a bargain for a teak garden set comprising of 8 chairs and a table?
If it was a decent size and in good condition l would expect to pay over £300,so under that l would consider a bargain .
